Teresa Hall
Bartels is the
President and
Chief Executive
Officer of
United Way
International.
In that
capacity, she
works with
volunteers and
professionals
from around the
world, building
community
capacity for a
better quality
of life.
She was most
recently a
volunteer member
of the Board of
Directors for
United Way
International,
serving as Vice
Chair of the
Board, on its
Executive
Committee, Chair
of the
Nominating and
Board
Development
Committee, and
on its Strategic
Planning
Committee and
Management and
Finance
Committee. She
served as
co-chair of the
World Assembly
Program
Committee in
Cape Town, South
Africa in May
2002. In April
2006 Bartels was
a presenter and
facilitator for
several
volunteer
sessions at the
World Assembly
in Melbourne,
Australia.
Bartels owned
and operated
Hallbart
Holdings, L.L.C.,
specializing in
strategic
planning
consultation,
leadership
coaching and
change
management,
primarily with
not-for-profit
organizations.
Until April
2000, she and
her husband,
Chuck, owned and
operated the
Manpower
franchise in
Northeastern
Illinois for 31
years. In that
role, Bartels
focused on
strategic
planning, sales
and marketing,
and staff
development. She
also served as
an advocate for
community
involvement
within Manpower
International.
During her 16
years with the
local franchise,
it grew from $5
million to $50
million in
annual revenue;
from one to 12
locations; from
10 to over 100
staff members.
The franchise
employed more
than 5,000
people on
assignment each
year, creating
thousands of new
jobs.
Prior to joining
her husband in
the Manpower
business,
Bartels was a
United Way
professional for
nearly ten
years. She
became the
Associate
Regional
Director for the
Mid-America
Region, United
Way of America,
in 1982. In that
capacity, she
was responsible
for volunteer
training and
support services
for more than
500 local United
Way
organizations in
14 states. Prior
to that
position,
Bartels was the
fundraising and
communications
director for
United Way of
Lake County,
Illinois.
Bartels came to
Lake County as a
United Way of
America
management
intern in 1978.
She had also
worked as a
public relations
associate for
United Way of
Wichita and
Sedgwick County,
Kansas. A native
of Wichita,
Bartels received
her B.S. in
Public
Relations/Journalism
(summa cum
laude) from
Northern Arizona
University,
Flagstaff. She
recently
received a
Master of
Science degree
in
Organizational
Leadership from
Dominican
University. In
2005, Bartels
was a candidate
for the Illinois
8th
Congressional
District
Representative
seat.
Throughout her
career, Bartels
has been
actively
involved in
community
activities. She
is the founding
chairman of the
governing board
for the
University
Center of Lake
County. The
University
Center is a
non-profit
organization
providing the
infrastructure
to support 17
member
institutions
offering degree
completion and
graduate level
programs in the
local community.
Bartels chaired
The Forever
Fund, an
endowment
program she
helped to found
under the
auspices of
United Way of
Lake County. She
has also served
the United Way
of Lake County
as a member of
its Board for
six years
(1989-1995),
including two
years as
Chairman of the
Board. She was
the 1989
Campaign
Chairman,
responsible for
raising over
$5.5 million.
She and her
husband also
served as
co-chairs of the
Tocqueville
Society
Leadership
Giving Program.
She has also
been involved
with the Women's
Leadership
Council, focused
on creating
community
support for
school readiness
for all children
by age six.
